Panels and prequalification

The master gate for almost all Victorian public construction. Open prequalification split into construction works and construction services, with categories you must nominate individually.

Project limits step in $500k increments from $1m to $5m, $1m increments from $5m to $15m, and $5m increments from $15m to $50m. The target is a recommended project limit of $15m to $20m, so the $5m to $15m band sits comfortably inside it rather than at the ceiling. Above $50m requires the National Prequalification System, which is irrelevant here.

Not a panel. The transactional portal where you register, get notified and lodge. This is the lead feed, and it is free.

The forward pipeline lives in the separately published advance notices, which stay visible at all times, so they have to be checked deliberately rather than waited for.

The single most dateable opportunity on this page. Round guidelines were published 16 April 2026 and outcomes are due late September 2026, which creates a known window of new work entering the market from around October 2026. Two projects maximum per health service.

On value band alone this is the best match to Struxture in the state. Unresolved: whether council building work actually flows through an MAV panel or through individual council tenders. Worth one phone call to find out.

Not a standing panel but the mechanism that distributes school building work. Quarterly expressions of interest against a published project list.

The right sized slice is modernisation and upgrade packages, science and STEM wings, gymnasiums and performing arts buildings. Whole new schools commonly run past $20m. That band mapping is a judgement, not a VSBA published figure. The specific 2026 and 2027 quarterly dates were not published anywhere reachable.

The major works stream is where the right sized work sits. Term is 3 plus 1 plus 1 years, but the start date could not be read, so the refresh year cannot be calculated without inventing it.

VHBA plans and delivers hospitals, community health, ambulance branches, aged care and mental health facilities. Research found NO open standing builder panel.

Correction to an earlier assumption. This row exists because a previous draft of this board invented a VHBA panel with an expiry date. There is no such panel. Headline VHBA projects run into the hundreds of millions and are outside the ceiling; the realistic $5m to $15m work is community health centres, ambulance branches, mental health and AOD residential, aged care refurbishment, and decant or ancillary buildings advertised on ICN Gateway.

Collective agreement across suppliers for reactive and preventative maintenance and, explicitly, minor and major projects at Victorian public health services.

Predominantly maintenance value. Worth holding for hospital access and relationships rather than as a revenue panel. Expiry and refresh timing could not be read.

The main NSW building works scheme. Prequalification is granted per work category and contract type nominated at application.

There is a documented internal rung at $2.5m: Best Practice Accreditation can only be applied for once prequalification above $2.5m is already held, and needs at least 65 percent across NSW Government contractor performance reports for three years. So $2.5m is the real target, not the $1m entry.

Construction services above the SCM1461 ceiling, with no stated upper limit.

Only the $9m to $15m sliver of this list is really a Struxture opportunity. Above $40m is a hard no. Where a listed project is far larger, the route in is a separable portion, a fitout, heritage or live environment refurbishment stage let as its own contract.

The single supplier registration front door for NSW Government. Registration infrastructure, not a panel.

Carries no financial limit of its own. Registering here without also holding SCM1461 buys nothing at the $5m to $15m band, which is a common and expensive misunderstanding.

Whole of government mandatory scheme for smaller construction works across 22 plus categories.

Both tiers sit entirely below the floor. Its only value is as a cheap credential rung and as the place agencies look first for small enabling and make good packages attached to bigger jobs.

Western Australian government building works.

Not researched. Listed because WA is a delivery office and every WA signal on the board currently scores 2 on access rather than 3 as a result. Closing this gap is worth roughly one point across every WA signal.
